KENNEWICK -- Two major headlines developing on election night. First, voters in Kennewick are apparently ready for a change. Three city council members--James Hempstead, Marge Price, and Mayor Tom Moak are all trailing their races, although Moak only trails by only 195 votes.

Second, the proposed justice tax in Franklin County which would have expanded the jail and provided additional resources for law enforcement appears to be going down to defeat. Right now, that proposition trails by 242 votes.
